The meeting was called to order at 9.20 A.M. by Cochairman Ken Levin.
A motion was made by Joanne DiCamillo, seconded by Jim Bechtel and voted unanimously to approve the minutes of December 5, 2005.

1.      Old Lyme Historic District – Public open forum

No public participation.

2.      90 Lyme Street / Lyme Art Association – Bob Potter: CofA application for sign, lighting and mailbox

The Lyme Art Association executive director, Bob Potter, outlined LAA’s plans for 2006: a driveway entry sign, parking lot lighting, a mailbox on Lyme Street and eventually landscaping.

The entry sign (with two poles) will be located on the south side of the driveway entrance (in front of the existing lighting fixture) and perpendicular to Lyme Street (similar to the FGM entrance sign). Mr. Potter submitted a design (white background with black lettering). It was suggested to make the top of the sign less busy by removing the scallop (the top of the parking sign could be made the same as the bottom of the main LAA sign - curved top). The sign will be lit from below.
The LAA is investigating the possibility of installing a mailbox on Lyme Street (Route 1) and is currently raising money to install parking lighting and landscaping.

Action: Present CofA applications for:  a) entrance to parking areas sign with scale drawing and site plan, b) parking lot lighting and c) landscaping when plans are available (Bob Potter).

3.      44 Lyme Street – Hammond: CofA application for propane tank

Priscilla Hammond of submitted a CofA application to install a propane tank in the rear of the building. The propane tank will not be visible from Lyme Street. The application was approved with the proviso that the propane tank be screened (shrubs or fencing). The CofA is valid for 90 days.

Action: Send copy of the approved application to Priscilla Hammond (Anna Silberberg).

4.      45 Lyme Street – Edmondson: CofA application for window replacement

Julie Edmondson has applied to continue the replacement of windows. The same windows that are used on the south side will be used for the rest of the house (see CofA - June 6, 2005). The application was approved with the proviso that the 9 over 9 panes be used throughout and that any additional repair work required during the window replacement be “like for like.” The CofA is valid for 6 months.

Action: Send copy of the approved application to Julie Edmondson (Anna Silberberg).

5.      Opposite 40 Lyme Street – Ken Levin: No parking signs

Tim Griswold responded that the Town will make a test of the Historic District Commission’s recommendation to replace four “No Parking” signs with two “No Parking Between Signs.”

6.      Historic District Commission – Jim Bechtel: Budget

Cochairman Jim Bechtel submitted the Historic District Commission’s budget for July 2006 – June 2007 to Cathy Frank for review by the selectmen. Jim requested that any unused funds be held over to the next fiscal year for potential legal consultations.

Action: Finalize budget with Tim Griswold (Jim Bechtel).

7.      Historic District Commission – Jim Bechtel: Annual Report to the Connecticut Historical Commission

It was agreed that the OLHDC Annual Report 2005 (in the Old Lyme Town Report) be submitted to the Historical Commission in Hartford.

Action: Submit annual report to the Historical Commission in Hartford (Anna Silberberg).

8.      Church Corner – Ken Levin: Report on the meetings of the Church Corner Committee

The Town is still waiting for the engineering and traffic studies to be completed.




9.      The Historic District – Ken Levin: Possible expansion of the District

Jim Bechtel reported that the zoning enforcement officer, Ann Brown, is in favor of expanding the Old Lyme Historic District. Jim suggested that a subcommittee be formed to work on the project. Ann Brown also suggested contacting CRERPA to help with research (e.g., an intern to assist with documentation, grant applications, etc.).
        
Ken Levin has started a list of Old Lyme historic homes (in the existing and eventual expanded HD). It was agreed that houses built before the Second World War may qualify as “historic.”

Action: Continue preparation of list of historic houses (Tom Keogh & Ken Levin).

10.     Business News – Betty Chamberlain

No news at this meeting.

11.     Historic District Commission – Election of Chairmen

As a quorum wasn’t present, this item was tabled until the next meeting (February 6).

12.     Secretary’s report – Anna Silberberg

A “Mylar” is to be created of the Historic District map and filed with the town clerk. Before this can be done, the boundaries of the District should be clarified and briefly described.

Action: Refer to the Historic District boundary description in the original document creating the OLHD (1971) (Jim Bechtel).

13.     Any other new or old business to come before the Commission

a. Commission members

Regular Commission member Paul Sagristano’s term expires in January 2006. The Board of Selectmen is considering Mr. John Forbis as the replacement. If approved by the selectmen, Mr. Forbis will join the Historic District Commission as an alternate member. Current alternate member Tom Keogh will be appointed a regular member. These appointments will be reviewed at the Board of Selectmen’s meeting in mid-January.

14.     Adjournment

Jim Bechtel made a motion to adjourn the meeting at 11.20 A.M. The motion was seconded by Joanne DiCamillo and passed unanimously.
